The Russian Federation presents itself in international organisations as the unbroken continuator of the USSR, yet it simultaneously invokes the symbols, narratives and selected property claims of the Romanov empire. This allows Moscow to enjoy Soviet privileges such as the UN Security Council seat while pursuing imperial assets abroad, but it also leaves the state without a coherent doctrine of succession.
