EPSU Youth hat zusammen mit und dem Kompetenzzentrum zur Zukunft der Arbeit einen Bericht zum Thema "Gewerkschaftliche Organisierung junger Arbeitnehmer/-innen" veröffentlichten.
COVID-19 hat junge Menschen besonders hart getroffen. Wie so oft in Zeiten wirtschaftlicher Krisen hat die pandemiebedingte Rezession die Herausforderungen für junge Arbeitnehmer/- innen und Arbeitssuchende beim Eintritt in den Arbeitsmarkt noch verschärft. In der EU ist die Jugendarbeitslosigkeit seit dem Ausbruch von COVID-19 von 14,9 % auf 17,1 % gestiegen.
Die gewerkschaftliche Rekrutierung und Organisierung junger Menschen kann zur Bewältigung der zahlreichen Herausforderungen beitragen, mit denen sie bei der Suche nach einem Qualitätsarbeitsplatz konfrontiert sind, und sie kann ihre Stimme besser zu Gehör bringen. Kollektivverhandlungen und sozialer Dialog können auch die Attraktivität des öffentlichen Dienstes vwerbessern und zu höheren Einstellungsquoten führen. Doch so wie es immer weniger junge Beschäftigte im öffentlichen Dienst gibt, so ist auch insbesondere bei jungen Menschen ein weit verbreiteter Rückgang der Gewerkschaftsmitgliedschaft zu beobachten.
Aus diesem Grund hat der EGÖD diese Studie in Auftrag gegeben um zu verstehen, wie die Mitgliedschaft und das Engagement junger Arbeitnehmer/-innen in Gewerkschaften erhöht werden kann.
Der Bericht befasst sich eingehend mit dem europäischen Arbeitsmarkt einschließlich des Rückgangs der Zahl junger Beschäftigter im öffentlichen Dienst und der Auswirkungen der COVID-19-Pandemie. Anschließend werden sechs gewerkschaftliche Initiativen zur Rekrutierung und Organisierung junger Arbeitnehmer/-innen beschrieben und miteinander verglichen. Die sechs Fallstudien sind über den gesamten Bericht verteilt. Danach werden die wichtigsten Fragen erörtert, mit denen sich die Gewerkschaften des öffentlichen Dienstes auseinandersetzen müssen, wenn sie den Organisationsgrad junger Arbeitnehmer in ihren Sektoren verbessern wollen. Der Bericht schließt mit Feststellungen und Problemen, die das Forschungsteam benennt.

COVID-19 has hit young people particularly hard. As so often in times of economic crises, the recession caused by the pandemic has aggravated the challenges young workers and jobseekers face entering the labour market. In the EU since the outbreak of COVID-19, youth unemployment increased from 14.9% to 17.1%.
Recruiting and organising young people in trade unions helps with the many challenges they face in finding quality employment, and strengthens the voice of young workers. Collective bargaining and social dialogue increase the attractiveness of public services and lead to higher recruitment rates. Yet just as there are fewer and fewer young workers in public services, there is a widespread decline in trade union membership, especially amongst young people.
That is why EPSU commissioned this research, to understand different ways of increasing young workers’ membership of and participation in trade unions.
The report looks in depth at the European labour market, including the decline of young workers in public services and the impact of the COVID-19 pandemic. It then introduces and draws points of comparison from six union initiatives on recruiting and organising young workers. The report discusses the main issues which must be confronted by public service unions to improve the level of organisation of young workers within their sectors. The report concludes with observations and issues for further discussion
