Getting out of the grey zone

Europe faces an unprecedented escalation of malicious activities, frequently attributed to Russian state and non-state actors. "Hybrid warfare" has become the dominant shorthand term for a wide spectrum of threats directed at Germany and its European allies. But the very ubiquity of this term, debated in academic circles for nearly two decades and now increasingly adopted in policy discourse, introduces an added layer of ambiguity.
